The Human Resources Manager is primarily responsible for managing daily HR operations and implementing HR initiatives while ensuring compliance across multi-state and industry-specific regulations. This includes providing guidance, managing key programs, and supporting workforce initiatives to ensure efficient, compliant, and effective HR practices across the organization. KEY RESPONSIBILITIES:

  • Partner with the Human Resources Director to implement HR strategies aligned with company objectives
  • Oversee day-to-day HR operations including employee relations, performance management, benefits administration, leave administration, etc.
  • Heavy emphasis on ensuring compliance with federal, state, and local employment laws, including DOT and transportation-specific regulations within the department
  • Handle wide-range of reporting and compliance responsibilities including ACA processing and reporting, OSHA Logs, EEOC Reporting, Workplace Violence Prevention Program, etc.
  • Oversee multi-state leave management programs including FMLA, state-specific family leaves, PTO, sick leave and other statutory or company-specific leaves
  • Act as the primary plan administrator for the company’s 401(k) retirement plan, ensuring regulatory compliance and overseeing plan operations in coordination with the plan sponsor.
  • Assist HR Director and Safety Department with administering and coordinating workers’ compensation claims, including injury reporting and liaisons with adjusters
  • Provide guidance to managers and supervisors on HR policies, employee performance, conflict resolution, and compliance
  • Serve as backup support for payroll processing, ensuring accurate and timely execution in coordination with the Human Resources Generalist
  • Support the development and delivery of training programs, including safety, compliance, and professional development initiatives
  • Maintain HRIS records and ensure compliance with changing regulations
  • Work closely with Human Resources Generalist, terminal managers and executive team regarding hiring needs to provide recruiting metrics and insight into market trends
  • Gather and maintain turnover information through exit interviews and surveys
  • Heavy involvement in all aspects of Open Enrollment including planning, preparation, presentations, etc.
  • Organize, implement, and champion wellness programs to encourage healthy employees and utilize annual wellness fund
  • Demonstrate flexibility and creativity with management and employees to accommodate their needs
  • Maintain high-level of business confidentiality and professionalism
  • Other related duties as necessary or assigned

QUALIFICATIONS/SKILLS:

  • Degree or certificate in human resources or related field with appropriate coursework, OR equivalent education and experience that would prepare one for the responsibilities outlined in the job description.
  • 5 years HR experience , preferably in transportation, logistics, or a similar operational environment.
  • High level of proven experience, knowledge, and expertise in both CA and multi-state employment laws and HR best practices.
  • Proficiency in HR systems, payroll software, and Microsoft Office Suite
  • Familiarity with DOT regulations and safety compliance preferred
  • Ability to work both independently and collaboratively while managing multiple priorities, meeting appropriate deadlines and delivering results
  • Ability to solve problems, complete assigned tasks efficiently, and meet project deadlines
  • HR certification (e.g. SHRM-CP, PHR) preferred

PHYSICAL REQUIREMENTS:

  • While performing duties of this job, would occasionally be required to sit, stand, walk, reach with hands and arms, stoop or kneel, talk and hear, and use fingers and hands to feel objects, tools, or controls.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must occasionally lift and/or move up to 20 pounds.
  • Specific vision abilities required include close vision, distance vision, depth perception, and the ability to adjust focus.
